Position:

Special Education Program Specialist

 

Purpose:

Within the Special Services Division of Barnwell County School District, the Special Education Program Specialist will be responsible for performing a variety of complex and diverse professional, administrative, and leadership work in the areas of Special Education and Section 504 for assigned schools either at the elementary or secondary level. The Special Education Program Specialist must demonstrate knowledge regarding federal and state statutes, regulations, and case law regarding special education and Section 504. Successful candidates must have the ability to multitask, deal with change, show initiative, and assume responsibility for working productively. The Special Education Program Specialist will assist with compliance timelines and IEP/Section 504 quality, student transfer processes, professional development training for staff, data collection, and conflict resolution for student issues. In addition, he/she will assist with coordination of district special education and Section 504 programs.

 

Supervisor: Chief Officer of Special Services

Payment Rate: Per salary schedule - 240-day contract

Location: District Office

 

Qualifications:

  • Master’s degree preferred; Bachelor’s degree and certification/license in Special Education area in South Carolina required.
  • At least five years of successful teaching experience with students with disabilities; or equivalent experiences which provides the required knowledge, skills, and abilities.
  • District experience preferred, but not required.
  • Competency in Microsoft, Google, and PowerSchool programs.
  • Able to navigate, run reports, and utilize processes in the IEP and Section 504 system.

General Responsibilities/Requirements:

  • Provide coordination of special education programming and oversight of teachers, therapists, and psychologists at either the elementary or secondary level.
  • Review IEPs/504s to ensure quality and compliance.
  • Coordinate and track all annual review IEP and 504 Plan dates to ensure compliance.
  • Coordinate and track all re-evaluation review dates and special education/504 process timelines to ensure compliance.
  • Coordinate and track all transfer students for adherence to timelines, establishment of services, and eligibility determinations per SC criteria.
  • Review and assist with revision of policies and procedures for the implementation of IEP accommodations, modifications, and interventions for monitoring special education and related services.
  • Conduct professional development relative to IEPs/504 and compliance timelines.
  • Coordinate with principals regarding caseloads, schedules, special education transportation needs, and special education state assessment process.
  • Assist with auditing IEPs and IEP folders for compliance and quality.
  • Train and assist special education teachers, therapists, and other staff with evidence-based instructional practices.
  • Submit records and reports promptly and effectively.
  • Demonstrate the ability to work independently in a productive and efficient manner.
  • Ensure all records entrusted are accurate and kept confidential.
  • Assist with data entry, EDPlan SC requirements, and maintaining files.
  • Assist with analyzing educational needs of the district to develop and conduct technical assistance to support staff in mandates and best practices of students with disabilities.
  • Perform other duties as assigned by the Chief Officer of Special Services or the Director of Special Education.
